It’s not straight-forward but possible. • Copy/paste your semi-colon separated list into the To, Cc or Bcc field of any new Outlook mail message. • Hit the Tab key or click out of the field to ensure your list turns into individual recipients. • Open a new Contact Group window.

I have outlook 2011 for MAC. I have some 900 plus contacts in outlook and I know the steps of how to create a contact group but once I get to the proper screen to do that, the 'create a contact group' link is grayed out.
